Have you ever been in yuletide chat, either on Discord or irc? One of the things that happens is that you have people called "hippos" who are designated matchmakers to find betas for people so that anonymity is preserved. And they get everybody's attention by "dancing" in chat. That's what it's a picture of.

After you posted this I figured it must have some special meaning (like "dentist", which I also had to have explained to me) and went and looked it up. But when I just came across it browsing through the collection I was very confused.
