The second had by far the worst gameplay, because of the whole FMV thing. The amount of dead time leading into and out of conversational clips made the entire game feel sluggish, and the amount of resources (money, computing power) they had to devote to the FMV meant that the rest of the gameplay kind of got short shrift. But the second has the best villain, and some really intense emotional stuff with Gabriel and Grace, so if you're in it for the story (as I am), it's fantastic.

The third, FWIW, has some great character development and interesting game play, but also some phenomenally annoying puzzles, and by far the weakest villain of the series.
