There are multiple bridges at that height across the US, relics of days long ago when trucks were not quite so tall. In places where either the bridges can be raised easily or the road beneath lowered easily, that has already been done long since. The 11'8" bridges left, usually there are aaaaaaaaallllll sorts of logistical challenges that make it prohibitively expensive.
The actual 11'8" bridge that had the website dedicated to crashes because it is so low is now, by my understanding, being raised. They had enough crashes that they were apparently "this is ridiculous, MONEY IS NO OBJECT WE ARE GOING TO FIX THAT $%?*! THING!"
