After you hit submit, the page should refresh and say "Your response has been recorded." We've also created confirmation emails this year, so you'll receive an email with your responses. If neither of those things happened, your response was not recorded.

I've checked submitting my own answers to confirm that Swaps Central was working.

I would try a different browser or closing and restarting your browser.
